Below are radon risk evaluation charts for non-smokers and for smokers, including former smokers at various indoor radon levels.  There are no "safe" levels although EPA considers 4 pCi/l (picoCuries per liter) "acceptable" for an unfinished basement space and 2 picoCuries per liter (pCi/l) "acceptable" for an living space on any level.  Each homeowner and home buyer must decide what level is "acceptable" based on their own comfort level but many are comfortable with the EPA levels.
